LOL, you’re funny–but your question does make one think. It really depends on the female. I wear shorts when I’m at home relaxing and doing nothing–but generally too shy to wear extreme short shorts.
I think some times girls could be insecure, and thus go to slutty extremes….and besides, I can’t stand tight jeans in the summer, I kind of feel bad for guys that do….

Men don’t THINK they’re attractive and that’s why they don’t show off. They’re also always deathly afraid of being deemed “unmanly” by other men and women, and they base all their behavior on this fear.
Many have very attractive legs, but they don’t even want to believe it or admit it.
Women, on the other hand, just wear short skirts/shorts for the fashion of it, the fun of it, or because they want to get guys’ positive feedback, even guys they just walk by on the street. It’s nothing to do with slutty or not being intelligent.
No, most women are not “desperate” for attention but they do like to feel as though they are in the limelight. If they are wearing short shorts and skirts it could possibly be because they love their legs and feel confident with them and therefore wish to show them off. Basically just think if you had a nice body then why would you want to hide it?
I know that I can attract a guy without have show off my assets, yet some girls feel like they get more attention from men when they do show a little more skin than usual. And it is true that a guy judges whether he likes you firstly by your appearance and then your personality.
